José Batlle y Ordóñez

President of Uruguay for eight years between 1903 and 1915, José Batlle y Ordóñez succeeded in giving a voice to the country’s growing middle class. He brought about a number of social reforms and was ahead of his time in encouraging the active participation of the state in the economy.
